Official Files are a cross between magazines and artbooks. They don't have as many pages as artbooks but the page quality is as good as the ones used for them. And you get cool freebies too, just like in magazines (Newtype, Animage, etc.). As far as I know, there are three different kinds of files for Gundam Seed: Character Files, Drama Files, and Mechanics Files. I have all of them except for the Mechanics, which I wasn't able to get *sigh*
The files cover a specific set of episodes for the series, there's a wrap-up of what's happening so far with the story which would be really great if it was in English. Oh well, the screenshots do a good job of cluing you in (but if you have faithfully been watching the series, which you should be doing if you are a real fan--then you don't really need in-depth explanations, ne?). Also, the files can be kept in a collectible binder that can be bought separately. It also comes with a sheet of stickers you can use for keeping your files in order. It's pretty useful since there's enough space left in mine for my Destiny files as well ^.^
